Bring All to Front is a bit on an anachronism -- it used to be much more important in OS 9, before the Dock and option-tab served as 'application switchers' in OS X. But it is still useful, depending on how you use your Mac.
On the Mac, each application window can be layered with all the other windows on the desktop, including those from other applications. If you only switch applications using the Dock or option-tab, then when you switch applications, all the windows in that application come to front. If however, you switch applications by clicking a window (for example, a partially hidden TextEdit window), then only that window will come to the front. Any other TextEdit windows will remain in their proper layers. When that happens, you can use Bring All to Front to force all the TextEdit windows to the front.
In short, it's useful if you regularly open multiple documents in one or more applications and tend to switch apps by clicking on their windows (instead of using the Dock or option-tab).
